Negotiations of a Memorandum of Understanding (MoU) regarding Green Product Certification in Beijing
As part of China’s long-term national development strategy towards an ecologically sustainable economy, the State Council has mandated the Certification and Accreditation Administration of the PRC (CNCA) to develop and implement a new certification and labelling system for green products. In May 2016, the ecological reform process has become a cooperation topic under the Sino-German Working Group on Product Safety, supported by the Sino-German Quality Infrastructure Project (QI Project).
On November 2nd a MoU proposal was presented from the German side at a meeting with CNCA in Beijing in order to formalize the cooperation. The cooperation involves from the German side both BMWi and the German Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB) and CNCA on the Chinese side. It will allow for the inclusion of relevant German experts from TICs, the Academia and relevant organizations into the Chinese working groups of the reform processes. In addition, a product for pilot testing to evaluate the possibility of mutual recognition of conformity assessment results shall be selected. Furthermore, both sides aim at developing an information platform for the promotion of ecological and sustainable products.
The Memorandum of Understanding (MoU) between BMWi, BMUB and CNCA will be signed in the first quarter of 2017.
This cooperation is also being supported by the Sino-German Environmental Partnership (EP). The EP has been commissioned by BMUB since 2007 to facilitate the mutual recognition between the German Blauer Engel and the China Environmental Certification (CEC).
